Realty firms seek fund via share issuance

Local cash-strapped property companies have strong expectations on new share issuance as a way to mobilize capital from the improving stock market after the central bank’s announcement to loosen realty loans recently.

Like other securities, prices of the real estate stocks have constantly shrunk in line with dampened confidence among investors over the past year, dragging down the market capitalization of many realty enterprises.

Many realty firms have failed to lure funds from issuing shares to investors due to the stagnant economy and unfavorable stock market, with their stock prices falling below the face value in some cases.

Eximland was unable to become a listed entity as scheduled given tough times last year. The developer asserted in this year’s general shareholders’ meeting that it would continue considering an appropriate time for listing its shares on the Hanoi Stock Exchange (HNX) within the year.

Similarly, Phat Dat Property Development Corporation in 2011 considered issuing 18 million shares to strategic partners as the first option or under the format of depository certificates in the another option. At last, the business had no choice but to give up both plans because of the gloomy stock market.

To replenish business capital, the company intends to continue pursuing the fund mobilization bringing about an additional VND180 billion if successful.

Also with the purpose to seek working capital for business activities, Van Phat Hung JSC is outlining a VND300-billion separate convertible bond issuance scheme with terms of one to three years.

The current increase in property stock prices will improve potential development of these entities, thus helping them entice investors to buy newly-issued securities more easily, said chairman Tran Minh Hoang of Vinaland.

Property firms in Danang expect better liquidity

Similar to project owners in HCM City, property developers in Danang are mired in troubles and have to launch promotion programs to lure buyers, but the market there has recently shown positive signals.

Adam Bury, senior manager of research and consulting department at the research firm CB Richard Ellis Vietnam (CBRE), noted that though the real estate market is causing many difficulties to investors, the macro-economy has seen signs of optimism, which would help regain confidence of buyers.

He cited a market research conducted in Danang, saying that a slight change in prices has occurred in the luxury apartment segment of the central city in the first quarter, yet offering prices remained stable. Trading mostly took place in the mid-end segment, with 310 transactions recorded at the property projects along the coast or in the city’s downtown.

The apartment market of Danang is quite small compared to other cities, with only 2,500 apartments, including 300 luxury units priced at US$2,975 per square meter, some 1,000 high-grade units priced at US$1,786 a square meter and around 1,200 mid-end units at US$937 each square meter.

“The market has shown positive signals,” said Bury, adding these signals, albeit modest, had important meaning as they indicated changes in the market after 1% of the supply had been traded.

According to CBRE, several trading contracts were terminated by project owners in Danang, as well as other localities. However, such contracts were later replaced by new transactions in the first quarter.

Homebuyers are interested in completed apartments and near-completion ones, or those with guaranteed construction progress.

Meanwhile, transactions remained the same in the villa segment since new transactions equaled those cancelled by project owners. There are currently 572 units in this segment, with unchanged offering prices in the first quarter.

In the resort segment, renowned developers have more advantages in attracting customers.

Hyatt Regency Danang Residences, a resort project developed by Indochina Land, has recorded good sales as 22 out of the total 27 villas have been sold at VND28-40 billion per unit. In addition, trading is quite favorable at the apartment blocks of the project, consisting of 156 high-end apartments priced at VND4-15 billion each, 90% of which has been occupied.

Michael Piro, sales and marketing director of Indochina Land, said 62% of the investors in Hyatt Regency Danang Residences was from Hanoi, 18% was from HCMC and 12% was foreign investors.

Indochina has joined hands with Sotheby’s International Realty to enhance marketing and sales activities. Through a multinational office network of Sotheby’s International Realty, the projects of Indochina Land, such as The Nam Hai, Six Senses Con Dao, Hyatt Regency Danang Residences, and the villa section The Estates of the golf course Montgomerie Links, will be introduced to potential customers in foreign countries.

Piro, who is also country director of Vietnam Sotheby’s International Realty, said his company would expand the sales network to the global market in order to lure attention of international buyers in Vietnam’s realty market. Recently, two villas of The Nam Hai and one coastal villa of Hyatt Regency Danang Residences have been successfully sold.

According to CBRE, an additional 133 villas from three new projects in Danang will be offered for sale this year, at US$500,000-800,000 each. Meanwhile, the apartment segment will welcome 217 new units priced at US$700-1,500 per square meter.

Although the monetary tightening policy remained in place last quarter, several transactions were recorded in the villa segment, meaning a part of the society still has abundant and available assets, said CBRE. Vingroup, MB join hands to support homebuyers

Vincom Village
Military Bank (MB) and Sai Dong Urban Development and Investment JSC, an affiliate of Vingroup, have signed a cooperation agreement on providing credit support to customers of the Hanoi-based urban area Vincom Village.

Under the agreement signed last Thursday, those who buy villas in Vincom Village can access loans worth 80% of the contract values. Particularly, customers will enjoy a lending rate of 10% per annum in the first six months, and the annual rates at five percentage points lower than bank interest rates in another six months.

Le Khac Hiep, vice chairman of Vingroup, said the cooperation agreement represented the effort to accompany customers in the current tough times in order to create optimal conditions for customers to access capital.

Covering more than 183 hectares in Long Bien District, Hanoi, Vincom Village got off the ground in May 2005. The first phase of the project has been completed.

HoREA seeks nod for property mortgages at foreign banks

The HCM City Real Estate Association (HoREA) has drawn up a petition suggesting certain solutions to the troubled property market, in which the association seeks permission for real estate mortgages at overseas banks.

The prevalent Land Law only allows land users to mortgage their land use rights or the properties developed on the land at the credit institutions operating in Vietnam.

There is no regulation on property mortgages at the banks in foreign countries to borrow capital or execute the joint-venture projects in Vietnam. This narrows the channels to mobilize capital from abroad into the local realty market, said HoREA chairman Le Hoang Chau.

In its petition, HoREA also suggests relaxing the requirements for foreigners to purchase apartments of commercial housing projects.

Under the pilot model allowing foreign organizations and individuals to possess houses in Vietnam, foreigners currently working in Vietnam are permitted to own commercial apartments in at most 50 years, provided that buyers have residence cards with terms of one year or above and do not enjoy diplomatic and consular privileges and immunities.

Bank loans are still inaccessible, say realty firms

Despite the State Bank of Vietnam (SBV)’s announcement on the loosening of the tightened credit valve targeting the real estate sector a fortnight ago, industry players say loans are still beyond their reach, while their projects remain sluggish.

A number of realty businesses said their loan applications have been rejected by banks for a myriad of reasons.

One such company, Le Thanh Co, was told that its application needs to be approved by the credit committee of the bank’s branch first, and then that of its headquarters.

“Even when it is approved, it will take at least several months to receive the money,” said Nghia.

He added that the company’s project, Le Thanh Twin Towers, is still under construction. Most of the 500 billion dong need for the project is sourced from the company itself, and bank loans make up only 24 billion dong.

“We only want to borrow another 50 billion dong, just in case the market remains frozen,” he explained.

Similarly Le Tan Hoa, CEO of Lilama SHB, said the company badly needs capital to proceed with its two unfinished projects.

“Yet the banks all turned me down, saying they have to wait for guidance from the central bank in offering loans to realty firms,” said Hoa.

“Banks will either refuse to lend you money, or give the excuse that they are restructuring business debts,” said Nguyen Bao Hoang, deputy CEO of Thu Duc Housing Development JSC.

“Some banks require borrowers to have a stable source of revenue to be eligible for loans,” he added.

A bit luckier is Duc Khai JSC, who recently inked a deal with Vietinbank on a credit package offered to customers of the former’s Era Town project in HCM City’s District 7.

Customers will be offered loans worth 70 percent the value of the apartment they are to buy, said the company’s CEO Nguyen Ngoc Lam.

“Vietinbank also promised 1.2-trillion dong in credit assistance to speed up the project construction.”

Waiting for lower rates

“Real estate prices have reached their bottom over the last few years, providing a good chance for customers like us,” said Thuy Linh, who recently purchased a 70-squar-meter apartment from The Era Town project.

Linh said she was only able to make up her mind when Vietinbank offered the credit help, adding however that she is concerned about the high interest rate.

“If lending interest rates do not go down in the future, it will be a problem for civil servants like us,” she said.

Hoang Anh Tuan, CEO of Tac Dat Tac Vang, said the largest issue for the realty market is weak liquidity.

Thus, customers should be provided with loans to enable them to buy houses, he said.

Though real-estate has been removed from the non-encouraged sectors for lending, interest for this sector still remain high, businesses complained.
